Butterscotch is dressed up as popuko (Butters was not able to get a wig in time) hanging up a banner while Meep is sitting on the couch. Meep seems to be wearing a pumpkin costume, but at the same time he could've just gotten stuck in a pumpkin and used it as a last minute costume..
